Beginning at the intersection of present U.S. 23 and 441 southeast of Demorest; thence overlapping the newly constructed facility in a southeasterly direction to the intersection of present U.S. 23 and U.S. 1 in Baldwin, presently designated route through Cornelia, to be redesignated as U.S. 23 and U.S. 441 Business.

Redesignate as I-380 the route presently designated as I-81E from Mt. Pocono to Scranton and extend the termimus of I-84 from the present intersection of I-8IE to the intersection of I-81 in Scranton. This section to overlap the designation of I-380.
